You can’t unless you join the Cricut Circle, at a high cost. Then you will have the ‘privilege’ of being able to pay a high cost to buy it!
It is a Circle Exclusive. It really isn’t all the much to join. You can pay quarterly $80 or Yearly $250. You get a cartridge every quarter. You don’t pay extra for the cartridge…If you are new to signing up you would receive French Manor. After that each quarter you would get whatever cartridge is being sent for that quarter. If there is a cartridge you want from a previous quarter you can use your rewards points to get it. There are lots of perks to the Circle. A few are a private message board, blog, contests, Meetups & Swarms, 10% discount at Cricut.com, view new cartridges before they are released and much more. I am in my second year in the Circle. This is a fabulous cartridge. I am running through paper like crazy with this cartridge, doing new things, layering things and PLAYING while snowed in. Can’t wait for the spring one.

I would like to have Paper Trimmings too!! Since I joined the Circle I haven’t received any other cartridges or even any way to get any more. Atleast I didn’t pay to join, I just used by rewards points.

Ella, Paper trimming is a rare one, so it is harder to find. You can tell by the market price of about $85 (http://cartridgelibrary.com/priceguide/?q=Paper+Trimmings).
I would keep an eye on eBay, you might find one go cheaper from time to time.
